Decree 38/2022/ND-CP stipulating minimum wages

1. Increase the minimum wage by region:

1.1. Monthly minimum wage increase:

✔️ Region I increased by 260,000 VND, from 4,420,000 VND/month to 4,680,000 VND/month.

✔️ Region II increased by 240,000 VND, from 3,920,000 VND/month to 4,160,000 VND/month.

✔️ Region III increased by 210,000 VND from 3,430,000 VND/month to 3,640,000 VND/month.

✔️ Region IV increased by 180,000 VND from 3,070,000 VND/month to 3,250,000 VND/month.

👉 The above minimum wage increases by an average of 6% (corresponding to an increase of VND 180,000 - VND 260,000) compared to the current minimum wage.

1.2. Minimum hourly wage increase:

✔ Regarding the hourly minimum wage, the minimum hourly wages are regulated in 4 regions:

Region I	22,500 VND/hour
Region II	20,000 VND/hour
Region III	17,500 VND/hour
Region IV	15,600 VND/hour

✔ This is a new regulation implementing the provisions of the Labor Code 2019 on a minimum hourly wage.

✔ The hourly minimum wages are determined based on the equivalent conversion method from the monthly minimum wage and standard working time according to the Labor Code.

✔ Accordingly, the hourly minimum wage is the lowest salary as a basis for negotiating and paying wages to employees applying the hourly wage form, to ensure that the salary according to the job or title of the employee who works for one hour and completes the agreed labor or work, is not lower than the minimum hourly wage.

✔ For employees who apply the form of weekly or daily salary or product or package salary, the salary of these forms of payment, if converted by month or hourly, must not be lower than the minimum wage month or hourly minimum wage.

2. Change of applicable area by region:

⏩ Region I:

➥ Added Thu Duc city by merging from District 2, District 9, and Thu Duc District of Ho Chi Minh City before.

⏩ Area moved from Region II to Region I:

➥ Ha Long city (Quang Ninh province);

➥ Xuan Loc district (Dong Nai province).

⏩ Area moved from Region III to Region II:

➥ Quang Yen town, Dong Trieu town (Quang Ninh province);

➥ Hoa Binh city and Luong Son district (Hoa Binh province);

➥ Vinh city, Cua Lo town, and Nghi Loc and Hung Nguyen districts (Nghe An province);

➥ Hoa Thanh town (Tay Ninh province);

➥ Vinh Long city and Binh Minh town (Vinh Long province);
