Base salary in 2022

1. What is the base salary?

🔰 Base salary is the basic salary level applied to cadres, civil servants, public employees, wage earners, allowances, and employees working in agencies, organizations, non-business units of the Party, State, and socio-political organizations and is supported by the state budget for operating expenses at the central level, in provinces and centrally run cities, in rural districts, urban districts, towns, provincial cities, centrally run cities (district level), in communes, wards, and townships (commune level), in special administrative-economic units and in the armed forces.

🔰 According to Clause 1, Article 3 of Decree 72/2018/ND-CP issued by the Government on August 15, 2018, the base salary is understood as the base level for:

◾ Calculating all amounts related to salary and allowances in the payroll, applicable to the subjects specified in the Decree.

◾ Calculation of expenses incurred to serve activities and daily life

◾ Calculating deductions and payments of the enterprise to pay or perform obligations, calculate the regimes that employees enjoy while working at the enterprise.

2. Base salary in 2022:

✔ The spirit of Resolution No. 27 of the Party Central Committee stipulating the reform of salary policy for cadres, civil servants, public employees, people's armed forces and employees in enterprises is to continue to adjust the base salary increase, do not add new allowances according to the profession in order to shorten the gap between the salaries of cadres, civil servants, public employees and employees in the enterprise, ensuring income for officials, Public servants.

✔ From July 1, 2018: Base salary increased to VND 1.39 million/month (according to Decree No. 72/2018/ND-CP).

✔ From July 1, 2019: Base salary increased to 1.49 million VND/month (according to Decree 38/2019/ND-CP).

✔ In Resolution No. 86/2019/QH14, the National Assembly also expected to increase the base salary from 1.49 million VND/month to 1.6 million VND/month from July 1, 2020.

✔ Specifically, in Resolution 34/2021/QH15 on the state budget estimate for 2022, the National Assembly decided to postpone the implementation of salary policy reform specified in Clause 3, Article 4 of Resolution 23/2021. /QH15.

✔ Thus, instead of implementing salary reform from July 1, 2022, the National Assembly decided to delay salary reform for civil servants. Because salary reform has not been implemented, the base salary in 2022 is still 1.49 million VND/month.

✔ Previously, the National Assembly postponed the salary reform time from July 1, 2021, to July 1, 2022. However, the Covid-19 epidemic continued to affect the implementation of salary reform, leading to the 2nd time delaying salary reform for civil servants and public employees.

⏩ Therefore, from July 1, 2022, the base salary will continue to comply with Decree 38 and keep at VND 1,490,000/month.
